Yes, it is pretty easy to do.
All u need is a syringe with needle and ink. I had a hp printer and i used to refill hp21 black cartridge often.
Check your cartridge's model no. and google for refilling techniques. There are many online guides to help u.

Very messy. Don't ever try. Waste of money. Walgreen would do it for very cheap.
it's ok to do but only if your printer is out of warranty
